Why the approach to UBO identification needs to be disrupted

The Current Approach is Broken

Accurate UBO information is central to the fight against money laundering and other financial crimes. Identification of UBOs untangles financial webs and reveals shell companies set up to pose as legitimate entities.

Here’s how the current verification process typically works:

  • FIs first request UBO information from the customer, that’s the identification phase - this phase must be conducted even if the customer doesn’t have UBO documentation prepared. In that case, customers must conduct their own research and identify the ultimate beneficial owner(s) of their organization. Complex leadership structures can further complicate this process and delay onboarding
  • Analysts then receive the UBO documentation from the customer and must independently verify the documentation, that’s the verification phase.  Analysts must then conduct their own research, essentially mirroring the process that the customer has already completed, noting that the process is particularly headache-inducing when it involves cross-border research.

FIs pay the cost of inaccurate or insufficient customer information, including UBO data.  Enforcement agencies issued $10.4 billion in regulatory fines to financial institutions in 2020 throughout the world, a year-on-year increase of 26% by value and 141% by volume.

How to Improve Your UBO Verification Processes

  1. Use open source UBO registers as a tool.  However, because UBO registers are still inconsistent and contain inaccuracies, it is important for FI to remember that open source UBO registers are helpful tools but do not constitute ultimate UBO proof.
  2. Embed, as soon as possible, UBO identification/verification tools into existing KYC/KYB infrastructure.  At Ondorse, we expect AML regulations will only become more stringent, and the sooner you can streamline your verification process, the better.
  3. Segregate UBO identification from UBO verification. Onboarding delays caused by UBO-related regulations often cause friction between the customer and the institution they’re dealing with. That said, taking the time required to properly conduct UBO verification does not need to delay the onboarding of your B2B users.   4.
